The Department of Investigation (DOI) released the report of its investigation into the Rivington nursing home scandal. The report found that the best interest of the city was not given due consideration. I shared my concern in a statement included in coverage by The Wall Street Journal. Missing from the report were key documents that had been withheld by the Law Department, but were later released following threat of a lawsuit by DOI, as reported in the New York Daily News. The New York Times previously reported that as chair of the Committee on Governmental Operations I have been advocating for a public hearing into getting to the bottom of what occurred at Rivington, and still plan to hold that hearing in the fall to get to unanswered questions.

One thing that is clear from this incident is that we need a more community-driven, inclusive process around lifting deed restrictions. I joined Manhattan Borough President Gale Brewer, Public Advocate Letitia James and City Council Speaker Melissa Mark-Viverito in calling for the Department of City Planning to use the Uniform Land Use Review Process (ULURP) whenever deed restrictions are being lifted. If City Planning makes this change, Community Boards the Borough President, City Planning Commission and the City Council would have a vote whenever a deed restriction is lifted. I have also co-sponsored legislation with Council Member Chin and Manhattan Borough President Brewer that would add accountability and transparency to the deed restrictions process. More Pre-Kindergarten Seats for the Upper East Side

As was reported last month by FOX 5, I continue to fight for more pre-kindergarten seats here on the Upper East Side. This month, we announced in Our Town the opening of 54 new seats starting in fall 2017 at P.S. 6 on East 81st Street and P.S. 183 on East 66th Street.

The seats will serve Upper East Side families and will prevent dozens of 4 year-olds from having to commute 45 minutes to the financial district for a quality pre-kindergarten education. We have worked with community coalitions like the Roosevelt Island Parents Network as well as the Department of Education to identify parents with four year olds who pledged to send their children to UPK, as well as with schools and providers to become UPK locations to get the number of available seats from the 123 seats reported by WNYC in 2014 up to 552 this coming fall.

Better Bus Service

I ran for office to make our buses and trains run on time. Since my election, I have invested more than half a million dollars in bringing Bus Clocks to bus stops all over the district and working with civic technologists to use MTA Bus Time data to improve bus service, as covered in Gotham Gazette. I joined Riders Alliance and Transit Center  along with Public Advocate Tish James, Borough President Eric Adams Bus and other elected officials to release a new report, “Turnaround: Fixing New York City’s Buses,” we outline several concrete solutions that can be applied to make New York’s buses work better for riders. How is your bus service?

PARKS

Investing an Additional $2 Million in the East River Esplanade

Our Town covered my recent investment in the East River Esplanade of an additional $2 million on top of $45 million that I have already secured from the City and private partners as co-chair of the task force with Congress Member Carolyn Maloney. Partnerships with Rockefeller University will repair and revitalize the Esplanade from East 64th to 68th Streets and Hospital for Special Surgery will do the same from East 70th to 72nd Streets and eventually to 78th Street. The additional $2 million will cover from East 68th to 70th Streets, seamlessly connecting the two projects.

DNAInfo also covered CIVITAS’s Reimagining the Waterfront Initiative, which I helped fund, to deliver a vision for East 81st to 84th Streets, along John Finley Walk I have set aside funding and am actively working with the Parks Department to remove the broken gate, add planters for plantings, repair pavement, and add demarcations for passive and active recreation.

Shakespeare in Our Park

The New York Times reviewed New York Classical Theatre’s latest production: A Midsummer Night’s Dream, which I am proud to have sponsored and brought to Carl Schurz Park. It was a pleasure to join hundreds of residents each evening over the course of a week to enjoy Shakespeare’s fantastical comedy as we chased performers from scene to scene throughout the park. Artist Julia Sverchuk created the accompanying beautiful depiction of the performance.  Thank you to co-sponsorship by the Carl Schurz Park Conservancy. Cleaning Up Ruppert Park 

We should have a conservancy for every park in the district so that local residents can volunteer to help care for and maintain our parks. Nancy Ploeger is leading the conservancy for Ruppert Park where I was glad to help fund Big Belly solar compactor trash cans to keep the park clean and pest free.

Cooking with Kallos

Each summer I join GrowNYC  at Greenmarkets on Saturdays at 82nd Street off 1st Avenue and Sundays at 92nd Street and 1st Avenue for “Cooking with Kallos,” where I cook with what’s on sale at the market that day and you can have a taste. Join me at our next “Cooking with Kallos” to enjoy good food and shop at the Greenmarkets, brimming with delicious fruits, vegetables, dairy, fish, and baked products from local farms.

Kallos Kale Salad

(Serves 6-8 as a side)

• 1 bunch kale (we used common green leaf kale, but you could use any kale for this recipe)
• 1 tbsp extra-virgin olive oil
• 1 tsp salt
• 1 tbsp cider vinegar (or you could use lemon or lime juice instead) Pepper to taste
• 1 4-oz carton of red currants
• 1 4-oz carton of white currants

Remove the stems from kale leaves and then chop or tear kale leaves into bite size pieces. Mix the oil, salt, pepper, and vinegar (or citrus juice) to make dressing. Pour dressing over the prepared kale and begin massaging the kale (essentially grabbing the kale and working the dressing into it). Continue massaging until the leaves take on a wilted look about them, should take 2-3 minutes. Add currants, mix one more time (this time softly being careful not to smash fruit).

Kallos-slaw Salsa

• 1 cup grated carrots ( 2-3 carrots)*
• 1 cup grated radish (2-5 radishes)*
• 1 cup grated kohlrabi (1-2 kohlrabi)*
• 1 bunch cilantro, minced
• ½ cup yogurt
• ⅓ cup lime juice
• Salt and Pepper to taste
• optional: Chili pepper/hot sauce

*The vegetable proportions, or crunchy vegetable choices, can be varied to taste (other great additions could be cabbage, Brussel sprouts, or even apple).

There are lots of crunchy vegetables blooming in the summer that don’t get a lot of love, so we decided to take a tasty (and healthy) twist on them by preparing them like a slaw, but seasoning and serving them as a salsa. Combine the grated vegetables in a bowl, pour in yogurt, lime juice, a few generous pinches of salt and pepper and mix (preferably with your hands). Check flavor (these veggies have a lot of water so you may need more lime or salt). If using, add chili pepper or hot sauce. Mix in cilantro just before serving. Serve with burgers, as a side salad, or with healthy chips.

Reusable Bags

Over the last two years my office has given out hundreds of reusable bags to local residents as part of an ongoing concerted effort to reduce waste and move away from single-use plastic bags throughout the City. This month I joined State Senator Liz Krueger and the Citizens Committee for New York City for a reusable bag giveaway at C-Town Supermarket on 1st Avenue and 89th Street. Hundreds of people walked away with free reusable canvas bags that will help them prepare for the single-use bag fee set to go into effect in February of 2017. All constituents are welcome to stop by my office located at 244 East 93rd Street weekdays between 9am and 5pm for your free reusable bag.

Kicking Off City of Water Day

I am proud to represent the Upper East Side along the East River Esplanade and Roosevelt Island, where we know the importance of reinvesting in our waterways. I have had the pleasure of working in partnership with Waterfront Alliance to whom I provide funding fund and whom I joined in the ribbon cutting for the 9th annual City of Water Day aboard the Clipper City.

NY 1 covered Governor Cuomo’s Catskills Challenge, where my teammate and fellow Council Member Corey Johnson won an award for our speed in whitewater rafting! More importantly, we joined the Governor in bringing attention to this region of the state that is great for outdoor adventures. Studying Microbes in Subways

I joined NY1’s In Transit with Dr. Mason where we discussed the international study of antimicrobial resistance being headed by Weill Cornell Medical College right here on the East Side. During the study, Dr. Mason, a team of researchers, and I swabbed subway surfaces as the New York part of a global effort to collect 12,000 samples of RNA, DNA, and microbes to map the ecosystem of the transportation hubs across 54 cities. I look forward to hearing of the genetic diversity that the MetaSub Global Consortium project finds at the Olympics in Rio this month.

TECHNOLOGY

Pokémon Go “PokéStop” at Our Office

Pokémon Go has become a world-wide phenomenon. If you are curious, Pokémon Go is a free-to-play (with in-game purchases) location-based game in which Pokémon characters are displayed over live video from your phone’s camera and can be caught by swiping to “throw” a Pokéball. Residents can stop by my District Office, which is a Pokéstop, to pick up free Pokéballs, potions, and eggs in the game. The game has been credited with getting youth out of the house, walking around looking for Pokémon and socializing with other players. Players are welcome take part in all the game has to offer its users, and encourage those who see it fit to journey to 244 East 93rd Street for a boost.

The NYPD Has provided a list of safety tips that all player should follow while playing:

• Be alert at all times and stay aware of your surroundings;
• Play in pairs or as a group to ensure your safety;
• Do not drive, bike, or skateboard while using the app - you can't do both safely;
• Do not trespass onto private property or go to areas you usually would not if you weren't playing Pokémon Go;
• Be aware and tell your kids about “stranger-danger.” The app may draw strangers together in real life at “Pokéstops” and especially at “Pokémon Gyms” where they will “battle” virtually.
• Beware of apps (from 3^rd parties that are not Niantic) claiming to enhance the gaming experience. These 3rd party apps only steal sensitive data - i.e. name, email, etc.
• Have fun AND stay safe. Good luck in your quest, and happy hatching, trapping, and training at the Pokémon Gym!

At First Friday on August 12 from 8AM – 10AM, Pokémon trainers are welcome to join us, where we will have a lure attached to our Pokéstop in the District Office to attract Pokémon for you to capture.

Law.com: Civic Revolution

Law.com covered my talk at the 2016 Legal Hackers International Summit questioning whether I was beginning “A Civic Revolution” as I discussed systemic problems

I was proud to be a featured speaker of the United Nations Open Source Innovation Initiative (Unite Open Source) Open Camps conference’s Civic Camp where I led a talk with former New York State Senate CIO Andrew Hoppin on “Open Source Government: Distributing Good Legal and Software Code” in Conference Room 8 at the United Nations Headquarters.  Do you have a free and open source project that could help bring government into the 21st century?

STEM Institute for Public School Teachers

I joined the New York City Foundation for Computer Science Education (CSNYC) - the non-profit behind Computer Science For All, a 10-year, $80 million plan to bring computer science education to every student in New York City public schools – for the Department of Education’s summer Science Technology Engineering and Math (STEM) Institute at Stuyvesant High School where teachers are paid to learn how to teach STEM to our public school students. Registration is now open for the Spring STEM institute that will take place from April 26 to 28. Ask your public school teacher or principal to register now, so that your boy or girl can learn if they may want a career in STEM today!

Free Course from NYU’s GovLab

Last summer, The New York Times covered Automatic Benefits legislation that I introduced to close the gap between New Yorkers who are eligible for benefits like SNAP and those who actually receive them. I wrote this bill after seeing so many constituents encounter difficulties with the enrollment and re-application processes. As we continue to push this important legislation forward, I have also been working on many fronts to develop technological, policy, and community-based solutions to this problem.

I will coach the course with Beth Noveck, an alumna of the Obama Administration who wrote the White House Open Government policy and is the Co-Founder and Director of GovLab and its MacArthur Research Network on Opening Governance. • South side of 74th Street east of First Avenue

Stations north of 86th Street have were selected as part of last year's process, and are being installed now as part of expansion north to 110th Street.

 

To celebrate the expansion, Citi Bike is offering limited $25.00 off annual memberships through August 31.We have partnered with Motivate and Bike New York to ensure that Citi Bike riders are as safe as possible by providing a free monthly 90 minute training in our office. Holmes Infill Update

While I support the overall goals of the NextGeneration housing plan for NYCHA, I came out against the construction of any market-rate luxury housing on NYCHA property at a public hearing in August of 2015. Now that Holmes Towers has been selected as one of two initial NYCHA developments that will see construction of a new building with 50% market-rate luxury housing, my position has not changed. As the elected official representing the neighborhood where Holmes Towers is located I have been invited to take part in Stakeholder meetings that aim to get give those affected by the project a say in final decisions. I am there to represent the interests of the community, to make sure the best interests of residents who have been living at Holmes Towers for decades are represented and heard. On Independence Day, I had the opportunity to join noted civil rights attorney Norman Siegel and Manhattan Borough President Gale Brewer at the Eleanor Roosevelt Statue in Riverside Park for the annual reading of the United States Constitution as we celebrate its freedoms. As Upper East Sider Woody Allen once said, “Showing up is eighty percent of life,” and I am proud to have been recognized by the Daily News for perfect attendance along with Minority Leader Steven Matteo and Speaker Melissa Mark-Viverito. I not only show up to City Council hearings, but I am happy to show up for you at community meetings, cooperative board or annual meetings, or for a Ben-in-your-building if you can gather together ten neighbors. This month I cosponsored three bills that became law. The bills, Local Laws 82, 83, and 84 of 2016 were part of a package that eliminated the unnecessary and unfair burden we place on women’s health by making feminine hygiene products available, at no-cost, to women and girls in public schools, correctional facilities, and shelters.

Feminine hygiene products are essential for the health and well-being of women and girls. Inadequate access is proven to cause negative health effects and disrupts the learning day of our girls in school. These laws bring greater equity to how we treat our health and will have a positive impact on hundreds of thousands of New Yorker
